Climate Rankings: Behind the Scores, Incomparable Realities

Rankings of countries based on their compatibility with the Paris Agreement have become highly visible tools in the international climate debate. However, interpreting them is far from straightforward and can sometimes be deeply misleading if not properly contextualized.

This article aims to explain why these rankings should be read with caution, how certain apparent inconsistencies arise, and why the concept of "true" climate justice is essential to avoid drawing incorrect conclusions.

The main climate rankings generally evaluate countries based on several criteria: greenhouse gas emissions per capita and in total, share of renewable energy, etc.
They then translate this data into simplified categories: “1.5°C compatible,” “almost sufficient,” “insufficient,” “highly insufficient,” etc.

The fundamental problem is that these categories combine very different realities under a single label.

One of the most important issues is that these rankings compare highly industrialized countries, developing or less industrialized countries, and countries that export natural resources...
Yet their emission levels do not reflect the same underlying causes.

Example of a common bias: A highly industrialized country with a large share of nuclear power, a significant amount of renewable energy, and a heavy industry sector that is still carbon-intensive may be classified as “insufficient” because its absolute emissions remain high (for example, some Scandinavian countries).

Conversely, a less industrialized country with low energy demand, little industry, and very low per-capita consumption may be classified as “almost sufficient,” even if its energy structure is fragile and not significantly decarbonized (for example, a developing country).

Some countries paradoxically appear poorly ranked even though their electricity is already largely decarbonized (renewables + nuclear).

Why? This can be explained by the weight of sectors that are difficult to decarbonize. Indeed, even with clean electricity, there remain:
-heavy industry (steel, cement, chemicals)
-road transport and aviation
-heating in buildings
-carbon-intensive imports
...
These sectors can maintain high emissions despite clean electricity generation.

A country that is already advanced may be judged “insufficient” not because it pollutes more than others relative to its capabilities, but because its emissions reductions are not considered fast enough according to climate models. This creates a form of “early progress penalty.”

Some countries rich in natural resources (sun, wind, hydroelectric potential) may appear better ranked than expected.

But this can be explained by several factors:
1) Structurally low emissions: If a country has low industrialization, low energy consumption, and a low-carbon economy simply because it is less developed, then its emissions will naturally appear low.
2) A misleading relative share of renewable energy, which becomes much clearer once we distinguish between two indicators that are often confused in rankings:
-the share of renewables in installed capacity (GW)
-the share of renewables in actual electricity generation (TWh)
These two figures can tell very different stories.
-Installed capacity corresponds to what a country could produce if its facilities operated at full power continuously.
-Generation measures what is actually fed into the grid over a given period.

Some countries install large amounts of renewable capacity (GW), but it may be:
-poorly connected to the grid
-underutilized
-intermittent and lacking storage capacity
As a result: a high share of installed renewable capacity, but much lower actual generation.

Saying that a country has a high share of renewables without specifying whether this refers to capacity or generation can be very misleading.
-Installed capacity shows investment effort.
-Actual generation shows the effective transformation of the energy system.
It is precisely this gap that can make some countries appear “green on paper” while still being heavily dependent on fossil fuels in reality.

These rankings are useful for raising awareness, but they can produce unintended consequences:
-stigmatization of countries already committed to the transition
-underestimation of the energy development needs of the Global South
-the mistaken impression that some countries are “already doing enough”
-confusion between low emissions and ambitious climate policies

To conclude, Paris Agreement compatibility rankings are useful, but they become problematic when interpreted as simple verdicts of “good” or “bad climate performers.”
A highly decarbonized country may be judged “insufficient” because of major industrial constraints, while a less industrialized country may appear “almost sufficient” without having undergone any real energy transition.
Without an interpretation grounded in climate justice, these tools risk turning a complex global challenge into a simplified---and sometimes unfair---hierarchy of responsibilities.
