The order directs the Treasury to narrow what qualifies as the “beginning of construction” for IRA tax credit eligibility, potentially disqualifying projects that haven’t made substantial progress even if they’re technically underway.
It also instructs agencies to clamp down on foreign content, especially from China, and eliminate policies that favor wind and solar over dispatchable sources on federal lands.
