The two lawsuits were filed against the EPA after it abruptly terminated the $7B Solar for All program, which aimed to help nearly 1M low-income households install rooftop and community solar. Administrator Lee Zeldin called the program a “boondoggle” with too many middlemen.
The states argue the cancellation breaches congressional funding commitments and violates federal law, including the Administrative Procedure Act. They’re seeking to reinstate the program and recover damages.
California lost nearly $250M in grants, including $200M for community solar projects offering 20% bill discounts to low- and middle-income households.
