BioElizabeth Mallett is Deputy Director of the North American Energy Standards Board (NAESB), a nonprofit standards development organization. Since joining NAESB in 2012, she has devoted her time to facilitating standards and contracts development for the wholesale and retail natural gas and electric industries, as well as matters regarding copyright and administrative law. In her role at NAESB, she has supported the Gas-Electric Harmonization standards development efforts in response to Federal Energy Regulatory Commission (FERC) Order No. 809, the NAESB OASIS Subcommittee in its response to the FERC Order No. 890 series of orders, the development of the NAESB OpenFMB Model Business Practices, the drafting of the NAESB Retail Net Metering standards, the establishment of NAESB certification programs, and numerous other key standards development objectives within the energy industries.
Serving as the attorney of record for the NAESB Wholesale Gas Quadrant Contracts Subcommittee, she has supported the drafting of the NAESB Master Agreement for the Purchase Sale and Exchange of Liquid Hydrocarbons, numerous revisions to the NAESB Base Contract for Sale and Purchase of Natural Gas (NAESB Base Contract), and, recently, a renewable natural gas contract now under development.
As coordination with several organizations is vital to the NAESB process, Elizabeth has continued outreach to FERC, the North American Electric Reliability Corporation (NERC), Electric Reliability Council of Texas (ERCOT), the Green Button Alliance (GBA), and state public utility commissions.
While determined to spread a greater awareness of the NAESB Copyright Policy within the natural gas and electric industries, she has also taken the opportunity to contribute comments to the National Archives and Records Administration and the Office of Management and Budget regarding the incorporation by reference process and the federal use of voluntary consensus standards. She is also the Chair of the American National Standards Institute (ANSI) Copyright Group. As the FERC adopts NAESB standards through the incorporation by reference process, Elizabeth works with FERC staff regarding copyright issues.
