Raymond is a registered professional engineer in Louisiana. A chemical engineering graduate of LSU, he began his career as an air permitting and compliance engineer working in enforcement and surveillance roles for the Louisiana Department of Environmental Quality and EPA Region 6. For the last 35 years Raymond has worked as a principal level air consultant in a variety of major firms. He has extensive experience solving complex air problems for clients in the oil and gas, petroleum refining, chemical manufacturing and electric utility industries. Raymond has built a reputation of being a Clean Air Act expert specializing in capital project New Source Review permitting, compliance auditing, combustion analysis and litigation support.
