The most important thing I know is that incentives to utilities based on verified savings - on the order of 10 - 15%, collected in the form of net present dollars in the year following program activity and verification - meaning collected as 4 - 8% of actual savings - is the most powerful tool to speed efficiency and reduced dependence on fossil fuels that exists today in nearly all states.
