Electrical Engineer in power systems, with a Ph.D. in the regulation of Public Utilities, an MBA in Finance, and more than 35 years of experience in managing complex projects, developing public policy, and promoting changes to regulatory frameworks in the energy and electricity sector. Worked closely with governments, financial institutions, multilateral agencies, EPC contractors, inspectors and developers. Projects include extra-high and high voltage transmission lines, hydroelectric plants, geothermal power, battery energy storage systems, utility scale and distributed generation, in rural and urban settings in different countries in Latin America and the Caribbean, which added more than USD three billion. Regulatory frameworks in which I worked in include energy efficiency, renewable energy, cross-border interconnections, wholesale electricity markets, and natural gas.
