David Millar is Principal for Markets, Legislative, and Regulatory Policy at Wärtsilä North America. In that role, he advocates for policies that support resource adequacy and decarbonization in the electric sector, while also highlighting the critical role flexible thermal generation, battery storage, and clean fuels play in the evolution of the power grid. Previously Mr. Millar was Managing Director of Resource Planning Consulting at Ascend Analytics where he led the firm's resource planning and valuation consulting practice. He has also worked at Pacific Gas and Electric and in other research and consulting roles. Mr. Millar holds a master's degree in Energy Economics and Policy from Duke University, and bachelor's degrees in Earth Sciences and Political Science from the University of California, Santa Cruz.
