Paul A. DeCotis is senior partner and east coast lead for West Monroe's Energy & Utilities practice, based in New York City. He leads the firm’s executive advisory and regulatory offerings and is an accomplished and respected executive and thought leader. Prior to joining West Monroe, Paul was managing director for contract oversight at Long Island Power Authority, and vice president of power markets, overseeing power generation, project development, power supply contract negotiations and management, integrated resource planning, and FERC and RTO market policy.
Paul leads some of the most innovative and comprehensive grid modernization projects in the country, helping some of the largest private and public utilities in North American to digitalize operations and use advanced grid analytics to drive enterprise and customer value. Paul also supports private equity firms in conducting commercial diligences when considering acquisition targets offering innovative energy technologies and professional services.
Paul was energy secretary for two New York Governors, chaired the State Energy Planning Board and was a member of the NYC Energy Planning Board. As the senior energy advisor Paul oversaw strategy, policy, legislation, and implementation activities for the state’s energy agencies and authorities.
Paul holds numerous memberships, board, and leadership positions with energy related and policy organizations including board membership for the Advanced Energy Research & Technology Center at Stony Brook University, Delta Institute of Chicago, and Litebill. Paul served with distinction on the Board of Energy and Environmental Systems at the National Academy of Sciences, the US Offshore Wind Collaborative, was President of the Association of Energy Services Professionals, and served on the board of the Clean Energy States Alliance among other organizational affiliations.
Paul is regularly and widely published with over 10 dozen publications in prestigious energy and policy publications and serves on the editorial boards of the Wiley Climate and Energy Journal, and Springer Energy Efficiency Journal. Paul is a member of Montclair Publishing LLC. “Who’s Who in North America.” As an educator, Paul served for over 26 years as adjunct faculty at numerous institutions, including Sage Graduate School, Cornell University, and Rochester Institute of Technology, combining his professional experiences with academia, leading to a rich experience for students.
Paul was named one of New York City & State’s "Responsible 100 Honorees", recognizing influencers in New York who are setting new standards of excellence, dedication, and leadership in improving their communities and making transformative change promoting principles of social responsibility.
