BioI began my career in the energy industry in 1981, after finishing graduate school, when I joined the staff of the California Public Utilities Commission (CPUC) to work on the CPUC team implementing the Public Utility Regulatory Policies Act of 1978. In the 1980s, I served as a policy advisor to three CPUC commissioners, including as a key advisor on the CPUC's restructuring of the natural gas industry in California. In 1989, after leaving the CPUC, I began my private consulting practice -- Crossborder Energy. Since 1989, I have testified before state regulatory commissions in many states on a wide range of ratemaking, resource planning, and renewable energy issues. As one example of my work, over the last decade, Crossborder Energy has prepared cost-benefit studies of net energy metering and has worked on distributed solar generation issues in more than 25 states.
