For more than 20 years, my professional work has centred on major energy, infrastructure and technology matters in the Middle East, particularly Iraq and Lebanon. My current work and writing increasingly examine the legal, regulatory and institutional questions arising where artificial intelligence, data and computing infrastructure meet energy systems and government policy.
I have worked in private practice, international consultancy and legal education, including assignments for the World Bank, United Nations bodies and the EBRD, as well as several years in academia. My publications include peer-reviewed research, institutional reports and professional writing on energy law, infrastructure, maritime boundaries, anti-corruption, governance and public law.
