NEWS: PJM's ELCC Class Ratings Show the Vital Role of Demand Response

  • Demand resources score a 92% capacity value for the 2027/28 auction—higher than every class except nuclear. That means the grid is now valuing a well-timed load drop more than a gas turbine built specifically for emergencies.

  • Storage gets a more nuanced treatment. Four-hour batteries sit at 58%, but longer-duration systems jump quickly: 6-hour at 67%, 8-hour at 70%, 10-hour at 78%. PJM is telling the market that duration—not just MWs—is what matters when the system is tight.

  • Gas CC dual-fuel units got bumped out of the generic class altogether because their performance is all over the map. They’ll get resource-specific values instead, which is PJM’s polite way of saying “show us the receipts.”
