It is hard to say how this could happen! In Florida, there have been long-fought battles over the Numeric conservation goals dockets. The utilities have urged that there must only be what is called a Ratepayer Impact Measure (RIM) test and the environmentalists have urged that the Total Resource Test (which includes broader measures) be used. Somehow on August 10, 2024, the utilities and other parties entered stipulations. I am still exploring all the underlying info, but here's the gist of it. Â
Florida Power & Light (FPL) stipulated that the DSM Goals adequately reflect the costs imposed by state and federal regulations on the emissions of greenhouse gas; that the Goals appropriately reflect consideration of free riders. FPL's goals will be 455 MW Summer demand, 337 MW winter demand, and 1,011 GWh energy reduction for the period 2025-2034.
Similarly, Tampa Electric's stipulation states the cumulative effect of the residential goals through 2034 will be a cumulative energy savings of 252.7 GWh,Â
