Power Wheeling Requirements

We are being tasked with putting forward a proposal from a billing perspective, what Power Wheeling will require to operate at JPS.

The general thought is that wheeling would involve a self-Generator (SG), who would use our T&D system to send power to their other satellite sites (SS). At the end of each billing period, what is produced by the SG and not consumed by the combined SS, would be credited to the SG bill (Net Billing Rate). Additionally, if the SG generation does not fully satisfy all the SS, then the SS and /or SG would be billed at normal rate (or rate to be determined). Please note as well that multiple SS can be on different rates and hence, the SG and SS could be of different rate classes.

This from a glance, would require a system to accept total generation of the SG and track its consumption across associated SS. It would have to seamlessly facilitate the billing on two different rates, 1 for power from the SG and another for power from the Grid (we could also consider two exclusive accounts). Lastly, track the bill of any unused generation from the SG to the SG as a credit.

We are asked to present a high level response or proposed solution by this Friday and are seeking your help with the following queries:

  1. Are there any other components that you think we should consider, given the aforementioned information?
  2. Given your knowledge of the utility landscape, do you know if (and where) this in practiced?
  3. Do you foresee us needing a supplemental system to help with the process? What is the potential cost?
  4. Which system in the space supports this mechanism and requirement?
