Overwhelmed by 225 new large-load requests last year alone, the Texas grid operator is abandoning its "single-file" review process for a new "batch" system that evaluates clusters of projects simultaneously to speed up connections.
The new approach introduces partial approvals (or "on-ramps"). For example: A developer asks for 500 MW by 2028, and ERCOT offers 100 MW for now while transmission lines are upgraded before offering the developer’s full ask in time.
