Move to energy-efficient light bulbs accelerated with new rules

Long overdue or an unnecessary burden on businesses?  A new rule from the Energy Department will speed up the transition to more efficient lighting.  Manufacturers will be required to sell energy-efficient light bulbs.  Consumers can expect to save $3 billion per year on their utility bills, according to the Energy Department.
