Why is São Paulo so exposed to winds and storms?

Power outages in the city of São Paulo are a recurring phenomenon every year. With varying intensity, but it always happens.

In the southern zone, where I live, the duration of accumulated outages in a year is measured in many tens of hours per year. In some years, hundreds. The official limite is in the order of ten. 

What could be the reason for this situation – after all, according to our regulations:

  1. The concessionaire should keep the medium-voltage grid clean and unobstructed,

  2. The City Hall should keep the low-voltage grid clean and unobstructed, and

  3. ANEEL and ARSESP (regulators)  should monitor compliance with the requirement to keep the grids clean and unobstructed.

But reality shows that none of these three "points" are obeyed. In other words: the concessionaire, the City Hall, ANEEL, and ARSESP do not fulfill their functions for which they receive remuneration through the tariffs granted.

A disgrace. And worse. There's no one to complain to. The "official" channels are merely for protocol.
