This is not surprising when an ISO "dictates" what a resource can provide for capacity as opposed to allowing generator owners to make "Offers to Supply Capacity", based on tribal knowledge about their own assets, then hold them accountable to meet a Capacity Supply Obligation or face pay for performance penalties; Let the markets work.
Let investors submit bids for capacity that attracts generator offers and use the capacity commitments to clear the capacity market, based on specific needs for grid services to maintain reliability and resilience. Make capacity payments to Investors when the resource they acquire capacity from receives a Capacity Supply Obligation, so long as the resource meets its CSO performance; a performance failure negatively impacts capacity payments and penalizes Asset owners when performance fails to meet obligations.
