Polluting the environment has to come with a price. The "collective commons" is not a dumping ground for companies to throw their trash whether it is carbon emissions or other pollutants. Attempts to penalize climate change polluters has yielded no penalties for fossil fuel companies, and even where governments are attempting to price carbon, these businesses are fighting fiercely to have these charges cancelled.
