Charles River Associates (CRA) is issuing this Request for Proposals (RFP) on behalf of PJM Interconnection, L.L.C. (PJM) to support the PJM Reliability Backstop initiative by facilitating bilateral transactions between supply and load participants. The objective is to enable efficient development of generation and large load interconnections through structured matchmaking based on technical, commercial, and credit criteria. Participants will be evaluated across key dimensions such as geographic alignment, timing, scale, commercial structure, and credit considerations to identify viable counterparties and support efficient transaction development.
Responses are due by July 21, 2026 at 12:00 PM ET, with initial matches expected in late August. Submissions must be completed using the standardized response forms provided on pjmbackstop.com.
Participation is open to a broad set of participants, including generation developers, asset owners, data center developers, hyperscalers, utilities, and large industrial loads.
