The plan: 4,000 MW of renewables, 300 MW of gas, and 200 MW of gas or storage. Half would be utility-owned, half from independent producers.
The clock is ticking: Projects must break ground by July 2026 or be online by the end of 2027 to qualify for credits worth up to half of project costs.
