Demand response program design should consider temporal and location-based values of efficiency. The optimal load shape paired with usage will look different at different times of the day or year. For example, optimized load shape for a cold February day with solar covered in snow is different than a sunny spring day with strong wind and hydro production."

I agree 100%, this advice also pertains to capacity market designs; hourly, location specific capacity offers MUST be part of any new capacity market design, as shown in the example provided and cleared over a defined capacity commitment period, seasonally aligned, ideally, with explicit support for State Energy program goals included in the market clearing engine design..
