Massachusetts Solicitation and Procurement Effectiveness Report

"There are limitations to the current single-state, technology-specific procurement model used in Massachusetts. The clean energy procurement process must be revised to achieve the necessary scale and cost-efficiency for new clean energy development to meet emission reduction targets. Massachusetts has significant experience completing clean energy procurements that have resulted in new clean energy projects and a growing offshore wind industry. With each procurement, the process is reviewed and refined. The development and implementation of each solicitation has an open and transparent record with robust public comment. This report reviews past procurements and provides recommendations that will improve the clean energy procurements in Massachusetts."

One item that concerns me: "The department may consult with other states, federal agencies and regional organizations, including, but not limited to, ISO New England Inc. or its successor;"

Is the State of MA implying the replacement of ISO New England is imminent?
