Despite complaints, PUCO rules it can't fully regulate companies selling power to tenants

Submetering companies are selling power, but they don’t have to answer to the Public Utility Commissioner’s Office (PUCO).  In Ohio, AEP urged the PUCO to act to protect customers and hold submetering companies to the same standards set forth for utilities.  The commission ruled in favor of the submetering companies, allowing them to continue to operate without regulation.  Will prices become unreasonable without state oversight to protect customers?
