I don't think this is a good idea, but the New York legislature has passed a moratorium on data center construction in the state. It is not clear to me whether this will only apply to private data centers (e.g., with firms like Microsoft or Google or Oracle), or whether it will be seen as applying to all data centers - public and private. If it does apply to all, then the state would possibly be directed to bring lawsuits against public agencies that try to construct data centers in the state.
