Need to remove the provision of minimum dispatchable energy from the hashtag#BESPA considered 2.5% degradation allowance per year.
This not only promotes un-utilization of infrastructure but also requires more additional hashtag#storage considering increasing demand in future.
hashtag#Degradation may be a ceiling for expected system performance but can't be a criterion for reduction of discharge throughput.
Let's understand from an example:
100 MW/200 MWH
At the end of 12 years
70% of BOL capacity
200*0.70=140 mwh
We can read it two types
1. 100 MW for 1.4 hrs
2. 70 mw for 2 hrs
Let's consider case 2
*I installed 100 mva trafo but using at 70 mw
* My complete system other than battery designed for 100 mw/200 MWH but can't leverage it:
* No chance of incentive being no initial capacity addition for degradation and augmentation is now situation based
* Constant site aux like ac in control room, pss battery charging for control supply, trafo core losses, area lighting will spread at fewer kWh.Big national loss.
It is a matter of capex spread
Everyone advocating bess with solar talks about inverter clipping and curtailment and never forget to mention utilization of power evacuation infrastructure. PE cost per MWH will come down if it is used fully with BESS then why we are allowing lesser throughput with same land, same PE infrastructure etc in standalone toiling agreement.
