Actualising Green Hydrogen
The physical and economic characteristics of green hydrogenÂ
make its production cost highly sensitive to the weatherÂ
conditions and its financing structure. Moreover, the nascentÂ
nature of clean hydrogen market makes it highly dependent onÂ
policy and regulatory support. Initiation of a clean hydrogenÂ
economy, in line with sustainable development goals, requires:
1. Facilitating investments via unlocking funds and foreignÂ
investment initiatives,
2. Reducing financing costs via enabling access to low￾cost finance,
3. Creating a level-playing field for green hydrogen viaÂ
operational subsidies until at least late 2030s,
4. Creation of demand for green hydrogen via sectoral initiativesÂ
and obligations, and
5. Reduction of the permitting and construction periods viaÂ
facilitated permitting processes.
Several mechanisms can be used to help make green hydrogenÂ
projects economically more competitive and to facilitateÂ
investments: investment support, financing support, operationalÂ
support, Research and Development (R&D) support, marketÂ
creation and permitting facilitationÂ
