In Germany and France, it is getting harder and harder to repower old wind farms, and the matter is going to get even more dire in the coming years, when those parks are leaving their current high feed in tariffs and have to survive on low merchant prices.

In most of EU, the repowering process is hampered by a parallel repermitting process. Developers almost needs to re-start from scratch, as you are going to replace 1.5MW WTG by 3MW+ WTG, which of course are double the size. Local opposition gets much tougher. So I am not super-optimistic on this one.
