The Arizona Corporation Commission is holding a two-day discussion on whether utilities should compete with each other for customers. Community choice aggregators (CCAs) could compete with utilities for larger loads, according to the proposal. Commissioner Justin Olson wants a future where "incumbent utilities provide only transmission and distribution services." He is proposing "a modest increase in consumer choice for some commercial customers."
