Peter Gregg, IESO President concisely describes the current situation: "While the exact number of DERs is unknown, there are at least 33,000 of them under contract [in Ontario], mostly solar projects. As there becomes more DERs connected to the electricity system, it gets harder to balance the grid. There are just so many moving pieces that suddenly need to be considered. "
A proposal has been submitted to the North American Energy Standards Board that aims to address some of these very issues using a market based, capacity exchange approach, as part of the Annual Planning process for 2020
