Commissioner Glick provides a just and reasonable analysis of ISO New England's Fuel Security tariff changes. This apparent abandonment of markets by ISO New England is yet another signal that capacity markets, as designed, are failing to deliver. Innovative solutions to securing energy supply is coming from the "grassroots", i.e. REBA and Level Ten Energy. ISO New England could have readily implemented a capacity exchange solution that adopts effective, market based principles from these grassroots innovations, by creating an "Always on Capacity Exchange" to secure capacity for the 2023-24 timeline, from the existing capacity resources that are receiving fuel subsidies. The electric supply chain is changing and the electricity buyers are providing the solution - now it's up to the market makers like ISO New England to come around to adopting the approach that works from a consumers perspective!
