I think this strategy is under-utilized. Rather than looking around and saying 'why should I do this, no one else is,' localities/states/regions should look around and take a leadership role. We need more and more municipalities showing the proof of concept of how this transition can be done reliably and affordably and that'll diminish the resistance of holdouts.
