Here's a new study, from the Energy Policy Institute at University of Chicago, that's sure to generate a heap of pushback from environmental activists. The key finding: Analysis of data from the 29 states and District of Columbia with mandatory RPS policies finds that the policies come at a high cost to consumers and are inefficient in reducing carbon emissions. Organizations and entities with a stake in this issue should be developing a set of talking points that, at a minimum, allow them to provide their perspective on Twitter and help shape potential news coverage.
