A new demand management approach

If a consumer wants to change his contracted demand, the regulation foresees that the concessionaire has a term of many months to attend it. 

But... in today's competitive world, customers are always facing changes and this is reflected - potentially - both in power consumption and demand. 

If more flexibly to change this contracted demand is offered then payment for idle demands or fines for exceeding the contracted demand would be greatly reduced or even eliminated.

I invented a concept: a demand exchange. It is an environment to be sponsored by the concessionaire where consumers would trade their contracted  demand  differences, in a zero sum game.
