Energy (Brazil): Why are the results so different?

This question has always fascinated me!

Especially because, achieving and maintaining minimal energy costs does not require sophisticated engineering. Actually, the successful solutions are very well known and tested!

The Brazilian tradition operates with an inverted procedure. Usually it all begins with the lower echelons, going up to the decision-making stages to obtain authorization, "at the end of the process".

What I've learned in real life has to do with leadership. If upper managers of a company or institution set up the challenge by stimulating the team of managers and engineers, the chances are much greater.

At stake is the "decision-making process". The winning "formula" is to start with the upper managers, who will come up with the big alignments and then, and only then involve the lower echelons.
