As part of the Energy Information Administration's efforts to know more about domestic building energy consumption, it contracted with ICF International to better understand the rates at which states are adopting and complying with residential and commercial building energy codes. ICF makes projections in this report, but notes challenges in compiling solid data. One wonders whether this is a fruitful effort that's yielding meaningful information or whether EIA should concentrate resources on areas where there's more hard data available. Your thoughts?
