Yes, 100% renewable energy is a goal all communities should strive for, but if a community is also producing massive amounts of carbon elsewhere, 100% renewable doesn't mean as much—communities, cities, states, countries, all need to focused on net-zero emissions as well.
An interesting note in this article—Burlington was the first U.S. city to reach 100% renewable energy. The mayor at the time said it was no coincidence that a city with a public utility reached the milestone first since a public utility doesn't have to appease shareholders.
