TVEC uses a sophisticated Outage Management System (OMS) from Milsoft to plot regular service calls, track reported emergency outages, and model outage parameters for a big-picture view of all their service needs. But while TVEC could easily view their workload each day, they had trouble viewing their fleet. Locating service vehicles depended on technicians checking in to dispatchers via a Private Radio Network (PRN). The dispatchers would then assign new work based on this location system. During outages, however, airtime was scarce as numerous calls and communications flooded dispatch at once. Even during normal working conditions, effective communication was limited by the availability of their PRN coverage. These communication issues not only led to workforce inefficiencies, but also to safety concerns whenever two technicians were working on the same line without knowledge of each others’ presence. If workforce management was ever going to flow as smoothly as outage management, something had to change.
