This paper discusses the approach taken by local authorities in Cornwall through their involvement In the Cornwall Sustainable Energy Partnership (CSEP) to play a role in working towards national renewable energy targets. At a national level, targets have been set by the UK Government for 10% of renewable energy to be generated from renewable sources by 2010 and for emissions of greenhouse gases to be cut by 60% by 2030. Cornwall is rich in renewable energy resources, such as wave, wind, solar, tidal, etc., however much of the landscape is covered by environmental designations and the environment is a key driver for the county's tourist industry. Balancing the conflicting demands of local and national politics with industry, economics and new technologies presents new challenges for engineers and developers.
