Austin Energy, the municipally-owned utility that serves the capital of the Lone Star State, needs to make big investments to keep up with Austin's rapidly growing population. It's planning on investing $60 million to build a third substation in the downtown area by 2020 to avoid regular power outages. Otherwise, the network will be at capacity by 2023.
